FOREWORD

The following protocols are intended to result in improved patient care among the providers in the Midstate EMS Region of Oneida, Herkimer and Madison Counties in New York State. They reflect American Heart Association Basic Cardiac Life Support, Advanced Cardiac Life Support, Pediatric Advanced Life Support, and American College of Emergency Physicians standards, along with New York State Basic Life Support and Advanced Life Support Protocols. At times the afore mentioned protocols will exceed the minimum for these standards.

These Protocols are not a substitute for good clinical judgment.

As an Advanced Provider in this system you must be a member of a regionally approved, New York State Certified Advanced Life Support Agency, and be registered, on-line and in good standing with the Faxton - St. Luke's Healthcare EMS Program Agency prior to practicing skills in the prehospital setting. MEDICAL CONTROL AGREEMENT

As an advanced life support provider in the Midstate Regional EMS System of Oneida, Herkimer and Madison Counties, you have agreed to follow the Midstate Regional EMS protocols, have taken a protocol examination with passing results, be an employee or member of a regionally approved and New York State Certified Advanced Life Support Agency, and remain in good standing in regards to continuing education requirements as set forth by the Midstate REMAC. The Faxton - St. Luke's Healthcare EMS Program Agency for the Midstate Regional EMS, in turn, agrees to authorize you to practice in our system of medical control at the level at which you are currently certified.

These protocols were developed by the Midstate REMAC and are to be utilized by the Medical Control Physicians in the Region's Emergency Departments, as well as the Advanced Life Support Provider.

If you deviate from the protocol in such a manner as to endanger or potentially endanger a patient or employ a skill improperly, you may be subject to withdrawal of privileges (suspension) by the Regional Medical Director. If your privileges are suspended (or practice limited), you will be given the opportunity of a hearing. If you remain dissatisfied with the reason for or circumstances of the suspension, you may request a hearing before the Midstate Regional Emergency Medical Advisory Committee (REMAC). Any REMAC decision may be appealed to the State Emergency Medical Advisory Committee (SEMAC).
